Around 2 months.
My son is 4 months, and will turn when I call his name or make sounds “sometimes”.. other times he is to focussed on other things, and not interest in turning towards momma.
Have you tried making a loud sudden nose, to see if he/she startles any? If so, then he/she is hearing you… but you may still get his/her hearing checked, it won’t harm anything for them to check…~

You are not saying how old your baby is. Usually, this happens by 3 months, but please keep in mind that every child develops at his own pace.
Check the attached link, there is a table with milestones for babies at the end of the page that you might find interesting.
If you are still concerned, please talk to your doctor.

I wouldn’t worry about hearing loss until at least 3 months. My son started turning toward my voice pretty consistently at around 2 months.
